A "citizen appeal" will delay an attempt by the Kane Borough Sewer Authority to re-finance a loan.
The authority in October agreed to re-finance the balance of $5.9 million from a 1994 loan to rebuild the borough's two sewage treatment plants.
By taking advantage of lower interest rates and a shorter term, the authority expects to save at least $1.2 million in interest fees through 2034.

This scene from the Kane High School musical "Guys and Dolls" features band members for the "Save A Soul Mission." Anna Stanko (folding hands) portrayed a lead role of Sarah Brown, head of the mission. Stanko sang several solos and received loud applause from the audience.
Gary L. Fay, 66, of 421 North Tionesta Ave., Kane, died Saturday evening, March 16, 2013 at his residence after a long illness.
Born April 11, 1946 in Kane, he was the son of Lyle and Nellie Kemp Fay.
Mr. Fay was disabled due to an automobile accident in 1964 at the age of 18. He was a member of St. Callistus Catholic Church in Kane.
He is survived by a sister, Linda Anderson of Kane, and nieces and nephews Michelle (Tom) Anthony and Todd and Brett Anderson.
Preceding him in death, besides his parents, was a brother, Richard Fay.
Alice Eld, 74, a previous resident of Kane, died Friday evening, March 15, 2013 in the Golden Living Center in Shippenville, where she had resided for many years.
She was born on June 24, 1938, the daughter of the late Ernest and Lucille (Wallace) Eld.
Mrs. Eld attended the Kane Schools and had been a member of St. Callsitus Catholic Church.
Surviving relatives include two brothers;Â Ernest Charles Eld of Hopewell, N.Y. and John Eld of Concord, N.C.; and several nieces and nephews.

Final performances of âGuys and Dollsââthe Kane High School musicalâare set for tonight at 7 p.m. and Sunday at 2 p.m. in the middle school auditorium.
Tickets are available at the Kane Middle School entrance off the parking lot on the west side of the building on Hemlock Avenue.
JAMES CITY â Brenda Emer was first diagnosed with breast cancer in July of 1997. Her son John was three years old, her daughter Allison, only two. While still getting a handle on her own illness, Brenda found out that John had Type I Diabetes.
Mr. Harry D. Hamilton, 83, passed into the next life at 4:30 a.m., Thursday, March 14, 2013 in the Kane Lutheran Home following an extended illness.
He was born Feb. 6, 1930 in Jay Township, Elk County to the late Robert W. and Mary E. Moore Hamilton. A lifelong area resident, Harry served in the Army Air Force as an electronics specialist. This led to his lifelong hobby of radios, MCs, and CBs.

This was evident Thursday night at the premiere of the school musical "Guys and Dolls."

JAMES CITY â Two environmental groups are supporting the Highland Township Board of Supervisors in its attempt to block a proposed "injection well."
JAMES CITY â A contest for a six-year term as supervisor appears set in Highland Township.
According to the Elk County Board of Elections, Jim Wolfe of Russell City has filed petitions to seek the Democratic nomination for supervisor in the May 21 primary.
