The assessed property valuation has declined in the borough of Kane.
This is another economic blow to the community because taxes are based on assessed property valuation.
The Kane Borough Council is scheduled to meet Thursday at 4:30 p.m. at the borough building to adopt a tax rate for 2014.Â
The rate is expected to be 9.375 mills-- the same as this year. However, the same rate is not expected to generate as much tax revenue because of the decline in the assessed property valuation in Kane.
RIDGWAY â€“ The Elk County Board of Commissioners on Tuesday morning voted to adopt their proposed 2014 budget which includes a one-mill increase, the first hike since 2009.
"We haven't received any comment from any taxpayer," Elk County Commissioner June Sorg said regarding the required 20-day comment period as the budget was displayed at the commissioners' office. "The increase is one mill and that usually brings in about $500,000 to the county, and it will be a $50 increase for a $50,000 assessment (roughly the same as a house with a $100,000 market value)."
Jean Anderson Espin, 77, of 375 Foote Ave., Jamestown, N.Y., died at 10:05 p.m. Monday, Dec. 16, 2013 in the WCA Hospital.
She was born in St. Marys on Feb. 14, 1936, daughter of G. Arthur and Bertha Selle Anderson.
She was a 1954 graduate of St. Marys High School and was employed as a clerk at Andersonâ€™s Cleaners for 30 years and retired on April 30, 1998. Jean was a life member of the VFW Post #53 Auxiliary and was also a member of the Eagles Club Aerie 2145 auxiliary and the AmVets auxiliary Post #726. She was a communicant of St. James Catholic Church.
Despite daily snow and frigid winter temperatures, work is underway to upgrade two pavilions at Evergreen Park in Kane.
The contractor is Carl E. Swanson and Sons of Bradford.Â
The company submitted a low bid of $58,094 for the project, which is funded by federal community development block grant (CDBG) money allocated to Kane.

Beverly A. Kepler, 80, formerly of Route 321, Kane, died Saturday morning, Dec. 14, 2013 at The Lutheran Home at Kane.
Born Nov. 16, 1933 in Kane,Â she was the daughter of Robert and Madeline Henry Frost.Â On Aug. 1, 1954 in Kane,Â she married Earl L. Kepler, who died inÂ 1996.
Beverly had worked in a children's orphanage in Pittsburgh, thenÂ at Marienville Glass Container, and later at Stackpole in Kane.
She was a member of Mountain Grange #1307, the VFW Ladies Auxiliary and, for 21 years,Â the American Legion Post #945, all in Kane.

Debra Lee â€śDebâ€ť Micale Wollenberg died suddenly on Sunday, Dec. 8, 2013.Â
She lived in Coram, Mont. with her loving husband Keith Wollenberg.Â
She was born Oct. 2, 1956 in Kane, and is survived by her loving daughter Alicia Marie (Matt) Habbyshaw and her three grandchildren, Brock, Brooke and Keith HabbyshawÂ (Franklin), her mother, Doris Lee Micale; her sister, Judy Micale (Tallahassee, Fla.).Â
She was preceded in death by her father, Sam Micale; her grandparents, Jane Moyer, Pasquale and Vincenzia Micale.Â
A service was held in Coram, Mont. on Dec. 11, 2013.
