Another bid made for Lantz Corners sewer aid

HAZEL HURST – Another application is being filed this month for PennVEST funding for the long-planned Lantz Corners sewer project.
In a report Monday to the Hamlin Township Board of Supervisors, engineer Dan Slagle of Pittsburgh said the application is expected to be considered at the PennVEST meeting in April.
PennVEST is the Pennsylvania Infrastructure Investment Authority, which provides funding for municipal activities such as sewer projects.
PennVEST funding is a key for the Lantz Corners project. Without it, about 140 households and businesses within the sewer district would be looking at huge monthly bills for sewage.
“Funding this project through a conventional bond issue at 4.0 percent for 20 years would more than triple the estimated sewage bill from $56.84 per month up to $203.44 per month,” Slagle said in a letter to the state Department of Environmental Protection (DEP).
Slagle said an estimated $200-per-month sewer bill would not be feasible because the township “is economically distressed according to the (federal) Department of Commerce criteria.”
More than 52 percent of the households are within the low to moderate-income level, according to statistics cited by Slagle.
Slagle told the supervisors Monday that “I keep hearing PennVEST is going to fund your project.”
“Why they’re not funding your project, I don’t know,” he added.
Although he is making yet another attempt to obtain PennVEST funding, Slagle said in his report that “funding for projects is getting scarce.”
Slagle said he is looking at other funding sources such as Rural Utility Services (RUS) and the McKean County Department of Development.
The proposed sewer district includes the western end of Hamlin Township. Lantz Corners and Campbelltown Road are within the district.
