Area fugitive featured on 'America's Most Wanted'

KANE – Joseph William Chapman was featured on 'America's Most Wanted' this week. Authorities have been seeking the fugitive, who is wanted on charges of rape and sexual assault of minors, since he escaped from the McKean County prison on July 30, 2007, after walking away from a work detail. His prison uniform was found by a nearby stream, but he has eluded authorities and is now wanted on escape charges in addition to other charges against him.
Chapman was originally arrested by the Emporium Police Department in July 2002 for statutory sexual assault on a minor and was sentenced to prison in McKean County Jail, but was released on parole. He violated his parole in 2007 when he was arrested for DUI and additional charges of attempting to elude police and reckless endangerment. His parole was revoked and he was sent back to the prison, but then he escaped during the morning work detail assignment.
