Sgt. Steven Daniel
JAMES CITY – The Highland Township sewage enforcement officer (SEO) has expanded his services to include work under the new stormwater management ordinance.
In a letter discussed Wednesday at a meeting of the Highland Township Board of Supervisors, SEO Russ Braun of St. Marys said he now is a "certified" stormwater inspector.
"This certification meets the requirements for me to perform municipal reviews and inspections of stormwater management activities as required by the recently adopted stormwater ordinance." Braun said in his letter to the supervisors.
He presented the board with a proposed list of fees for his services under the ordinance. His services apply to new construction and building expansion plans in the township.
His fee schedule is on file at the township office in James City.
Braun said he also is "qualified" to provide services as a "floodplain manager" for developments within flood hazard areas. Because of its terrain, Highland Township has few flood hazard zones.
In other business at the 35-minute meeting at the township building, the supervisors:
*Received a verbal report from Sgt. Steven Daniel, commander of the State Police station in Ridgway.
The commander normally makes an annual visit to all municipalities in Elk County.
Responding to a concern from Supervisor Charlie Vaughn about speeders on Pig's Ear Road, Sackett Road and Owl's Nest Road, Daniel said the State Police have the authority to patrol those township roads and issue speeding tickets.
Daniel said he would assign State Police patrols to "take a cruise through" those mainly dirt roads.
There is heavy truck traffic on the roads due to the development of Marcellus Shale natural gas wells in the area.
Daniel also said all-terrain vehicle (ATV) operators are "a unique breed" who "have the urge to run" when they see police.
There have been complaints in the past about ATVs illegally traveling on township roads, including those in James City.
The supervisors have declined several previous requests to open certain township roads to ATV traffic.
As a result of this decision, it is illegal to operate ATVs on any township road.
