Highland supervisor is charged in sewage issue

A longtime Highland Township supervisor has been charged with environmental law violations while serving as the certified operator of the James City sewage treatment plant.
Charlie Vaughn, 75, chairman of the township Board of Supervisors, until recently served as the state-certified operator at the sewage plant in James City. He resigned within the past few months.
According to a statement issued Monday by Pennsylvania Attorney General Linda Kelly, Vaughn is accused of filing "falsified environmental reports" with the state Department of Environmental Protection (DEP). 
Agents from the attorney general Environmental Crimes Section filed the criminal charges last week, according to court documents.
District Court Judge Tony King of Johnsonburg held a preliminary arraignment for Vaughn, who is free on $5,000 (unsecured) bail. No date has been set for his preliminary hearing.
Vaughn works as the township's paid roadmaster.
