Ted Lutz Under a Presidential Proclamation, the American flag will fly at half-staff until sunset today at all public buildings in honor of the victims of the tragic shootings last Friday in the movie theatre in Aurora, Colo. This is the scene at the flagpole in front of the McKean County Courthouse in Smethport.
