Five projects are planned at Evergreen Park in Kane.
The borough council plans to use federal community-development block grant (CDBG) funds to pay for the projects with a total cost of about $44,474.
The proposed projects include:
*Repairs for the main pavilion at an estimated cost of $21,004.84.
*Repairs to the Park Avenue pavilion and the installation of ramps for handicapped persons in wheelchairs. The estimated cost is $7,688.84.
*A drainage project to stop road erosion and flooding of the basketball, volleyball and tennis courts. The cost is pegged at $6,073.
*A project to make the restrooms accessible to handicapped persons in wheelchairs. The cost is estimated at $6,053.41.
*Installation of a disc golf course as a recreational facility for children and adults. The cost is estimated at $3,653.69.
The proposals for the park projects will be submitted to the McKean County Redevelopment and Housing Authority. This agency handles applications for CDBG projects and would seek the bids.
The borough reportedly has a balance of about $131,000 in CDBG funds from previous years.
Because the Kane population has slipped below 4,000 based on the 2010 census, the borough no longer is an “entitlement community” for an annual allotment of CDBG money. This means the borough must “compete” with other municipalities for a share of the annual allotment for the county. The borough did not receive any CDBG money this year when the county funds were allocated.
Council voted 6-0 earlier this week to submit the Evergreen Park project proposals to the authority.
Council President Howard Kane joined with Councilwomen Janet Bard and Holly Harris and Councilmen John Gentilman, Dennis Drost and Harold Hallberg in approving the action. Councilman Bill Tunall did not attend the meeting.
