Several federally-aided construction projects are looming this summer in the Kane area.
Two projects are in the borough of Kane.
One project calls for the replacement of sidewalks in front of 12 residences. The property owners, all with certified low or moderate incomes, have submitted applications for the program.
The McKean County Housing and Redevelopment Authority, which oversees the federal community-development program, is expected to seek bids for the sidewalk project in Kane “within a month,” Gay DeGolier said Tuesday. She is the community-development coordinator for the county agency.
A second Kane project calls for additional curb cuts to make more sidewalks accessible to persons confined to wheelchairs. About $30,000 in federal stimulus money has been earmarked for this work, DeGolier said.
It is unknown when this project will get under way because the state Department of Community and Economic Development has yet to release the stimulus funds.
“We won’t go to bid until we have the state contract,” DeGolier said. She said the contract wouldn’t be issued until she completes a mandated “environmental review.”
“It’s a lot of work,” DeGolier said in commenting on the application for stimulus money.
The county (not including Bradford or Kane) also has been allocated more than $80,000 in stimulus money. Counting administration fees, this entire amount is going to the borough of Eldred for emergency generators for its sewage treatment plant, DeGolier said.
This project also is in limbo until the environmental review is completed, DeGolier said.
Another federal community-development project planned this summer includes electrical work, a handicapped-accessible bathroom and other improvements at the Mt. Jewett Memorial Library.
No date has been set for the call for bids, DeGolier said.
A handicapped-accessible bathroom had been scheduled for construction this year at the Walter Lloyd Pavilion at Wildcat Park in Hamilton Township near Ludlow. DeGolier said this project could be held off until 2010 due to the workload in filing applications for both community-development funds and stimulus money.
Two other Kane projects using community-development funds remain on hold pending the receipt of certain design documents, DeGolier said.
These projects include electrical improvements at Evergreen Park and a garage addition at the Kane Fire Hall on Poplar Street to provide more space for the new “tower” truck.
Kane Borough Manager Patrick Nuzzo said the Kane Volunteer Fire Department has been asked to provide the design work for the fire hall project. He said a local electrician is preparing design documents for the project at Evergreen Park.
The community-development projects begun this year are funded with money approved in previous years.
The borough of Kane this year decided to use its entire 2009 grant for the re-construction of the parking lot adjacent to the Kane Post Office on Fraley Street. The project won’t begin until 2010. The project is expected to cost at least $72,000, Nuzzo said.
In addition to paving the lot, the borough intends to rebuild a sidewalk between the parking area and the post office, improve drainage and add an updated parking space for handicapped persons.
