LUDLOW – House Bill 1500 was discussed at the Hamilton Twp. Board of Supervisors meeting yesterday morning. If House Bill 1500 is passed, each township without its own police force could eventually owe $156 per person, per household annually to pay for services offered by the Pennsylvania State Police. Townships with part-time police forces will also have to pay $52 annually. The proposal does not include the increase of state police coverage or the hiring of new officers. Hamilton Twp. is going to be contacting the McKean County Redevelopment Authority. The Board of Supervisors would like to meet with all townships in McKean County to try to extinguish House Bill 1500. Supervisor and Vice Chairperson Nora Yasurek, chaired the meeting. Chairman Brian Bastow was ill and could not attend. Yasurek called the meeting to order at 9 a.m., which was followed by the Pledge of Allegiance. Hamilton Twp. Volunteer Fireman, Chuck Hall, also attended the monthly meeting. He invited the board of supervisors to an upcoming, recognition dinner for the Volunteer Fire Department. The firefighters will receive the appreciation they deserve for all the time and effort they put in to make Hamilton Twp. a safe area to live by extinguishing fires and such. In other business, Yasurek and Becky Davidson, Supervisor, Treasurer and Secretary, discussed the correspondence received and other tasks completed since the last meeting in August. *Hamilton Twp. is going to enter into an agreement with Russ Braun, a building code official located in Wilcox. He is employed by Jones and Wetmore townships. Hamilton Twp. is just waiting for an agreement to be signed. *McKean County Redevelopment and Housing Authority sent a reminder that 2010 Community Development Block Grant requests are due by Dec. 15, 2009. According to the 2000 Census, the city of Bradford is the only municipality that reaches the CDBG requirements of a 51 percent low to moderate income. Funding was available through the federal government in 2009, but the president is still considering termination of this program. A survey may need done in order to see if Hamilton Twp. can meet the requirements to receive the grant. Projects that do not need surveyed include the senior center projects and building improvements, handicapped accessibility areas if architectural barriers need to be removed near sidewalks and curbs, entryways and restrooms, along with spot demolition projects, and homeowners need to apply for projects such as sidewalk replacement or housing rehabilitation. The CDBG Project was not designed to help municipalities, but to assist people with low to moderate incomes. Any person needing such assistance should contact the McKean County Redevelopment and Housing Authority office at 814-887-5563. *Dan Bires and John Johns work for the Pennsylvania Intergovernmental Risk Management Association and H.A Thomson, which is providing loss control services for EMC Insurance Companies. Bires and Johns visited Hamilton Twp. on Aug.11 to go over Worker’s Compensation loss controls’ procedures including liability and property loss controls. The men discussed operations, previous recommendations and reviewed reported injuries. They also physically surveyed the township building and fire department. Bires and Johns found everything in good shape; previous recommendations have been followed and no new ones were given. *The Hamilton Twp. road crew was very busy this August. They fixed a backhoe, mowed, cut brush and berms, cleaned and installed drain pipes, patched holes and wash outs in several roads and chopped down a few dead trees in the area. All the paving has been completed. Gibbs/ Bliss Hill have a few holes that still need patched, however, the sinkhole on the bridge located on Hamilton Road has been filled. *The volunteer fire department had 11 calls or training exercises in August. *The Board of Supervisors is going over the new budget for next year.
