The Wetmore Township Board of Supervisors has accepted the low bid for its proposed summer road-paving project.

The supervisors agreed Tuesday to award the paving contract to Glenn Hawbaker Construction from the State College area. The company submitted a low bid of $147,542.50.

The project calls for the paving of Pine Street, Sleepy Hollow Road and a section of Highland Road, which is being widened. The work also includes the paving of the approaches at the bridge on West Kane Road over the East Branch of the Tionesta Creek.

The township’s share of state and county liquid fuel tax revenue will pay for about two-thirds of the cost of the paving project, it was noted.

Supervisor Dave Peterson also said funds have been budgeted for the paving.

“We’re right at it,” Peterson said in comparing the low bid with the money available for the work.

Road issues dominated the discussion at the meeting at the township building on Spring Street.

In action involving road-related issues, the supervisors:

    •    Agreed to notify the public that West Kane Road will be closed beginning next Monday for a bridge deck replacement project.

    •    *Accepted a low bid of $9.20 per ton from Gary Bryce Trucking of Summerville for the delivery of 1,200 tons of anti-skid material for road maintenance in the winter months.

Gernatt Asphalt of Collins, N.Y. submitted the only other bid of $14.72 per ton.

    •    Rejected a request from East Resources to bring equipment over Greendale Road to a work site on Dwight’s Road. The supervisors said the company could access Dwight’s Road from its intersection with Route 321.

    •    Reported that no further action has been taken for a proposed cul-de-sac at the east end of Grandview Road.

    •    Discussed a proposal to negotiate with Kane for the purchase of the borough’s “cold patch” asphalt for road repairs.

    •    Agreed to attempt to sell surplus road department equipment on an Internet website established by the Pennsylvania State Association of Township Supervisors (PSATS).

“We’ll give it a shot,” Supervisor Steve Dyne said. If the items fail to sell, “we’ll deal with it,” Dyne said.

    •    Agreed to send a letter to ask American Refinery (ARG) of Bradford to repair certain truck-travel damage on Moshier Road near Jo-Jo Road.

“The mud is not going away,” Supervisor Ron Conklin said in supporting the request to ask ARG to repair the damages.

In other business, the supervisors:

    •    Agreed to buy materials to build two benches near the playground at East Kane Park. Funds will come from the township’s Park Fund. A total of $166 was recently added o the Park Fund from the sale of scrap junk deposited at a site at the rear of the township building.

It has been noted that Ted Nelson of Kane goes through the junk and takes certain metal pieces. He sells the metal and gives the proceeds to the township.

    •    Renewed a certificate of deposit of $542,383 for its “capital projects fund” for a 90-day period at an interest rate of 2.3 percent.

    •    Heard a report from Shay Payne, who is the township’s representative on the Kane Area Recreation and Cultural Commission (KARCC). She said the KARCC is planning summer activities and is advertising for lifeguards for its swimming program.

    •    Agreed to move the time for the June 3 meeting from 9 a.m. to 7 p.m. The supervisors also plan to hold a workshop at 6 p.m. June 3 to finalize changes in the township’s emergency operating plan. The meetings are open to the public.

    •    Named Debbie Airgood as a part-time office clerk at the rate of $9.50 per hour. She replaces Roseann Albaugh, who resigned from the post. The job duties are for between 10 and 15 hours per month.
