County Commissioners Thursday announced appointment of two persons to
fill the posts of Recycling Coordinator and Director of Veterans
Affairs.
Commissioner Chairman Joe DeMott noted that there had been close to 50 applicants for the two jobs, and that there was a good group of people, with a number of very qualified persons. Lawrence Linnan of Smethport was named to the Recyling post and Matthew Windsor, Eldred, to the Veterans’ Affairs position. Linnan , who has been an independent contractor installing furniture in federal and state prisons for the past 10 years, worked for Allegheny Particleboard in supervisory position for the 10 years previous to that. His resume lists a number of training and certifications in such things as industrial radiation safety and hazardous waste compliance and disposal, among other things. He notes that , while at the particleboard plant, he had developed a successful program for sales of “shop grade board and bark mulch’ that had previously been taken to the landfill. DeMott pointed out that the Recycling coordinator will also act as the county’s Solid waste enforcement officer, and Linnan’s qualifications and experience also fit that duty well. Demott said that commissioners want to computerize the Veterans’ Affairs office and that Windsor’s experience working with the former Adephia Business Solutions, Adelphia Communications and Time-Warner Cable, as well as his Associate’s Degree in Specialized Technology from York Technical Institute were factors in his being chosen. Windsor had 12 years experience in the Army and National Guard; he is presently employed at Control Chief in Bradford. In other matters at the Thursday work session, Commissioner Judy Church said that labor contract agreements with the three unions representing county workers had tentatively been reached, with the contracts presently being proofread. Details will be announced when the contracts are ratified. Also on Thursday’s agenda were a number of real estate tax refunds and County aid applications to be approved at the next meeting, as well as a request from Conservation District Manager Sandy Thompson that the commissioners write the governor urging funding support from the state for Conservation Districts. Those matters will be on the agenda of the next regular meeting, which will be held on Thursday, December 18. Commissioner Al Pingie was not at the work session.
