DA discusses arson at Kane firemen’s banquet

A “motive” and an “opportunity” are keys in identifying suspects in arson cases in McKean County.
Ray Learn, who as district attorney (DA) is the county’s top prosecutor, said “insurance fraud” is the most common “motive” for arsonists and represents the “biggest chunk” of arson cases.
