The McKean County Redevelopment and Housing Authority is planning to create four one-bedroom apartments on the second floor of the Goodwill Store at 86 Fraley St. The apartments will serve "transition age youth," according to the agreement. The youth may work at the Goodwill Store, it has been noted. County Commissioners Joe DeMott, Al Pingie and Cliff Lane voted Tuesday to back an agreement with the Pennsylvania Housing Finance Agency. Under the agreement, the county is expected to receive a grant of $42,750. The allocation to the county is channeled through the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) fund. The state legislature in 2012 established this fund with money from the "impact fee" for Marcellus Shale natural gas well drilling. The fund addresses "housing needs" in counties with Marcellus Shale wells, according to the agreement.
